In PowerPoint, it isn't possible to make an irregular
selection around an image and use only part of a clip art or photograph.
You can place one image over another easily enough, but the final effect would look like this:

Publisher works the same way and PowerPoint. We can open images and lay them on top of each other, but we can't eliminate any unwanted sections of the graphic or photo.

Word makes it a little more complicated to lay one image on top of another and the formatting of the page can easily get messed up.
But as with PowerPoint and Publisher, you cannot delete the background of the dog photo to create a nicer image.

This paint program doesn't give us the capabilities of selecting only the dog and placing him on the background either,
so it isn't any more helpful than PowerPoint, Publisher or Word.

In Graphics-Toolbox, you can use the Irregular Frame tool to select only the portion of the graphic or photo that you want to include in your layout or presentation.
This example was accomplished in less than 2 minutes!
